None of the discussions I found have had conclusive solutions. Hence why it took me a week and a half to post this. I have searched the issue numerous times. No matter what I do, pausing it before restarting or having it pause while I restart, it freezes my steam and never ever pauses the game download. In addition, when I try to restart Steam, the game downloads have to pause. Numerous games of mine have launched updates too big for my "restart steam constantly" method especially PUBG with its 5gb update. This is a problem between me and Steam specifically. I've had this issue for a week and a half now, I sincerely doubt it's a server problem. The only successfull updates were very small and I had to restart Steam numerous times in order to get it to inch closer before it dropped to 0 mb/s I have plenty of space on my SSD and HDD. I have changed my download region, added a cap, restarted my PC and Steam numerous times. The exact issue is that Steam will start downloading like normally would and then within seconds it would drop from 12 mb/s (or whatever it is) to 0 mb/s as well as the disk itself. I have no issue whatsoever with any other downloads. This just started happening randomly for me on Steam.
